Ukraine: UN Updates Data on Refugees and Internally Displaced Persons
Ukraine continues to face a severe humanitarian crisis caused by the war. The UN Refugee Agency (UNHCR) has presented updated data on the forced displacement of Ukrainians and measures of support ahead of the approaching winter.
Scale of Displacement
As of November 2024, there are approximately 6.8 million Ukrainian refugees worldwide. Of these, 6.2 million are registered in Europe, and over 560,000 are in other countries. Within Ukraine, 3.67 million people have temporarily left their homes. Experts note an increase in the number of people leaving the country due to power outages, insecurity, and housing shortages.
Winter Preparations and Assistance for IDPs
The UN and its partners are actively preparing for winter by distributing home insulation kits in rural areas of Ukraine. Over 550,000 people have already received cash assistance to pay for electricity and heating.
Special attention is given to vulnerable groups, including families with children. In Poltava and Ivano-Frankivsk regions, dedicated spaces have been established where children can receive educational and psychological support.
Evacuation and International Support
Since August 2024, more than 128,000 people have been evacuated from Donetsk Oblast, including 24,000 from areas of active hostilities. Internally displaced persons receive assistance at transit points, where temporary housing, medical aid, and psychosocial support are provided.
In Ukrainian-controlled areas of Donetsk Oblast, 330,000 people remain, including 63,000 in areas of active combat.
Funding Challenges
The international community has yet to fully meet its financial commitments. Of the $993.3 million requested for humanitarian assistance, only 52% has been raised. The Regional Response Plan, estimated at $3.11 billion, is only 60% funded.
Call to Action
The UN emphasizes the urgent need for action to support Ukrainians. Winter exacerbates humanitarian challenges, and the Ukrainian people need international assistance to overcome this crisis. "This crisis is too great to manage alone," the report states.
Resilience of Ukrainians
Despite the hardships, the Ukrainian people continue to demonstrate incredible resilience and unity. International organizations and donors are urged to intensify their efforts to ensure protection and support for those affected by the conflict.
