Prison conditions in the Lukyanovsky pre-trial detention center

 The public organization “Ukrainian Center for the Prevention of Torture” checked the detention of prisoners in the Lukyanovsky pre-trial detention center and reported the results of the check.
In the pre-trial detention center on Degtyarevskaya 13, many violations were revealed.
“Due to the constant violation of the separation requirements in the institution, there are conflicts among the prisoners, which can lead to grave consequences, for example, mass riots,” it was informed.
Many cells lack adequate lighting, they are too barred, there is no ventilation and drinking water tanks. On the walls of the fungus and indoor humidity.
In some cells, the windows do not have glass or heating. Since the cells are cold all the time, the prisoners clog the windows with blankets and sleep in outer clothing. It is interesting that the heating in the pre-trial detention center was turned on only when the check was carried out.
Monitoring also showed that not all prisoners have beds. Therefore, they sleep in turns or, in most cases, on the floor.
At the same time, there is a new building, but they do not use cameras in them.
According to the stories of relatives, the administration of the pre-trial detention center “advises” to transfer blankets, sheets and pillows to the prisoners in the cells. Although, the warehouse has a large amount of bedding and, which for some reason is not issued.
In addition, convicts and prisoners newly arrived in the pre-trial detention center do not undergo sanitary treatment and are not undergoing an initial medical examination, no one controls their state of health during their detention in the institution.
In the X-ray room, mold was found on the walls, there was no water, and the sewage system partially did not work. The x-ray machine did not work at all.
During the monitoring, 20 prisoners were found who were in contact with tuberculosis patients and who were not examined at the same time.
Participants in the verification team must send a report to the Ministry of Justice of Ukraine, the General Prosecutor’s Office and other departments, which will indicate violations of the rights of prisoners and recommendations for their elimination.
