President Vladimir Zelensky signed the law on the work of temporary investigative commissions and temporary special commissions of the Verkhovna Rada.

"President of Ukraine Volodymyr Zelensky signed the Law" On temporary investigative commissions and temporary special commissions of the Verkhovna Rada of Ukraine "No. 400, which the parliament adopted on December 19, 2019 with proposals from the head of state," the statement said.
The law, in particular, defines the powers, the procedure for the creation and operation of temporary investigative commissions (VSK) and temporary special commissions of parliament.
According to the law, the Supreme Council of the Verkhovna Rada is a collegial provisional body of parliament, which is formed from among deputies for parliamentary control by conducting an investigation on issues of public interest.
The members of the commission of inquiry and the working groups created by it carry out verification of facts and circumstances both directly at the places of their occurrence and by collecting the relevant documents and materials, obtaining evidence, and explanations. The results of the investigation are stated by the commission of inquiry in a written report.
The commission of inquiry cannot be formed on the following issues: 1) the administration of justice by the court; 2) the establishment of the presence or absence of guilt of a person in the commission of a criminal offense; 3) the issue that is the subject of activity of the BP formed by another commission of inquiry.
At the same time, according to the law, the temporary special commission of the Verkhovna Rada is a collegial provisional body of the parliament, which is created from among the people's deputies for the preparation and preliminary consideration of issues, as well as for the preparation and finalization of draft laws and other acts of the Verkhovna Rada as the main committee, if the subject of legal regulation of such projects is not related to the subject matter of existing committees.
The special commission exercises the powers of the main committee provided for by the Rules of Parliament, and acts in accordance with the requirements of this law, as well as the law "On Committees of the Verkhovna Rada of Ukraine".
In addition, according to the Office of the President, the signed law solves the problem of financial and logistical support of VSK, and also establishes liability for failure to comply with the requirements of the law.
