We calculated the average annual salary arrears and put them in a table (excluding the temporarily occupied territories of Crimea). Since February 2015, statistics from the temporarily occupied territories of Donbass are also not taken into account.
In Ukraine, there was a decrease in wage arrears from 2010 (the average for the year was $ 187.7 million) to mid-2013, when the economy began to decline due to Ukraine’s economic problems ($ 118.9 million). After the start of the ATO, the occupation of Crimea and certain territories of Donbass, wage arrears only increase. In March 2014, it amounted to 930.2 million UAH (taking into account the then unoccupied parts of Donetsk and Lugansk regions), and already in December 2018 amounted to 2 billion 819.4 million (excluding the temporarily occupied areas of Donbass). However, over the years, the hryvnia exchange rate gradually collapsed 3.5 times (from 7.99 UAH / USD to 27.69 UAH / USD), which did not affect the increase in salaries so many times. Therefore, in terms of dollars, the amount of debt is much less than under the previous president: $ 108.4 million in 2014 (with an average exchange rate of 11.89 UAH / dollar) and $ 96.7 million in 2018 (with an average exchange rate of 27, 2 UAH / USD).
VLADIMIR ZELENSKY (2019)
In 2019, the average wage arrears in Ukraine is 2 billion 772.4 million UAH, or 104.5 million dollars (excluding the temporarily occupied territories of Crimea and Donbass) and is gradually growing. At the beginning of the year, it was at the level of 2 billion 645.1 million UAH, and in November it reached 3 billion 438 million UAH. At the same time, the dollar since the beginning of the year fell from 27.68 UAH / dollar to 23.88 UAH / dollar.
This year, the leaders in non-payment of salaries are Donetsk (530.9 million UAH), Lugansk (495.5 million UAH), Sumy region (305.1 million UAH). In the Dnipropetrovsk region (211.4 million UAH) and Kiev (166.1 million UAH), things are also not smooth. And the least problems with salary payments are in Chernivtsi (0.3 million UAH), Transcarpathian (3.7 million UAH) and Zhytomyr (5.9 million UAH) regions. See the table for each region:
