The Verkhovna Rada adopted the Law "On Amending Certain Legislative Acts of Ukraine Regarding the Provision of Status and Social Guarantees to Individuals Among the Participants of the Anti-Terrorist Operation" (2045-1), defined by the President as urgent.
For the adoption of the law 329 deputies voted with the minimum required 226, according to a Ukrinform correspondent.
The document supplements the Law "On the status of war veterans, guarantees of their social protection", adding to the list of participants in the hostilities, members of volunteer groups that were formed or self-organized to protect the independence, sovereignty and territorial integrity of Ukraine, for at least 30 calendar days , including on the totality of days, took a direct part in the anti-terrorist operation, being directly in the areas of the anti-terrorist operation during its period, in the implementation of measures to ensure national security and defense, to repulse and deter armed aggression of the Russian Federation in the Donetsk and Lugansk regions, being directly in the areas and during the implementation of these measures, in cooperation with the Armed Forces, the Ministry of Internal Affairs, the National Police, the National Guard, the Security Service of Ukraine and other educated compliance with the laws of Ukraine by military units and law enforcement agencies.
It is noted that the status does not apply to employees of enterprises, institutions, organizations, were involved and directly involved in ensuring the conduct of the anti-terrorist operation, the implementation of measures to ensure national security and defense, repelling and deterring the armed aggression of the Russian Federation in Donetsk and Lugansk regions, as well as individuals who voluntarily provided (or voluntarily involved in providing) the implementation of the ATO, the implementation of measures to ensure national security clarity and defense, resistance and strimuva Niya Russian military aggression in the Donetsk and Lugansk regions (including those carried out volunteer activities).
The procedure for granting UBD status and deprivation of such status is determined by the Cabinet of Ministers.
The document also proposes to establish a decision-making mechanism on granting the status of a combat participant to such persons and establish the relevant grounds.
In addition, the law extends relevant state social benefits and guarantees to these individuals and their families.
The law shall enter into force on the day following the day of its publication and shall enter into force on January 1, 2020.
