According to him, calls to recapture the occupied territories come from previous Ukrainian authorities.
Zelensky noted that "in any case" will not start a war in the Donbass, despite the fact that there are "a lot of hot heads, especially those who take to the streets and say:" Let's conquer the Donbass. "
The President of Ukraine added: “But at what cost?” According to him, such demands on the part of representatives of the previous government "surprise" not only him, but also "politicians abroad." He noted that "everyone is surprised that such people are supported and nourished, saying - this is our territory, tomorrow we will return it."
In 2014, immediately after the annexation of Crimea, Russia launched armed aggression in eastern Ukraine. Fighting is conducted between the Armed forces of Ukraine on the one hand and the Russian army and Russian-backed militants, who control part of the Donetsk and Lugansk regions, on the other. Officially, the Russian Federation does not recognize its invasion of Ukraine, despite the facts and evidence presented by Ukraine.
Negotiations on the settlement of the conflict in the Donbass are conducted in a tripartite contact group in Minsk (Ukraine, Russia, OSCE), as well as in the Norman format, with the participation of representatives of Ukraine, France, Germany and Russia. The heads of state of the Norman format met for the last time on October 19, 2016 in Berlin.
On October 1, 2019, members of the tripartite contact group and representatives of certain regions of Donetsk and Lugansk regions gave written consent to the approval of the text of the “Steinmeier formula”, which provides for the procedure for the entry into force of several paragraphs of the Minsk Agreements regarding local elections in certain regions of Donetsk and Lugansk regions.
On November 1, 2019, the process of mirror withdrawal of weapons in the Golden Lugansk region was completed, and on November 11 in the Petrovsky Donetsk region. Breeding troops in these areas was one of the conditions of the Russian Federation for holding a meeting of the leaders of the Channel Four. On November 15, the press service of the President of Ukraine announced that the summit on the settlement of the conflict in the Donbass in the Norman format will be held on December 9 in Paris.
On November 19, Zelensky announced that he intends to discuss at the summit the terms for the exchange of "all for all" and the clear deadlines for the de-occupation of Donbass. He believes that the question of ending the war in the Donbass should be resolved through diplomatic means.
