New rules for issuing a driver’s license 

In Ukraine, on October 19, new rules for issuing a driver’s license came into force.
This was reported by Censor.NET with reference to the information of the Main Service Center of the Ministry of Internal Affairs of Ukraine.

The changes concern future drivers and driving schools and are designed to reduce administrative control in the field of driver training, simplify the accreditation of establishments, and should also improve the procedure for obtaining and exchanging rights.

Key innovations related to driver training procedures:

an individual procedure for training, retraining and advanced training of drivers is allowed;
a practical exam is taken at the territorial center of the Ministry of Internal Affairs, in which a theoretical exam was successfully passed;
the validity of the certificate of completion of a driving school was reduced from 10 to 2 years;
the possibility of photo and video recording during exams;
a certificate of completion of a driving school is not issued in paper form; instead, it is electronically entered in the Unified Register of the Ministry of Internal Affairs.
In addition, in the interaction of the territorial bodies of the Ministry of Internal Affairs with driving schools, an electronic exchange of information was introduced. Teachers and driving instructors are required to enter information into the special electronic journal on the time of the theoretical and practical classes, as well as on the vehicle for the practical class.

This initiative will enable the monitoring of each student’s knowledge.

The procedure for accrediting driving schools has also changed. In particular, the accreditation function was transferred to the regional service centers of the Ministry of Internal Affairs, and certificates issued after July 5, 2016 are considered to be unlimited.

Note, the procedure for obtaining a driver’s license has also changed:

it is impossible to obtain or exchange rights without a mark on the place of registration in an identity document;
In the special marks of the driver’s license, information on the blood group and Rh factor is provided.
