The state budget for 2020 provides for the financing of the State Film Agency in the amount of 800 million hryvnias. The Minister of Culture, Youth and Sports Volodymyr Borodyansky said this during the presentation of the results of the analysis of the effectiveness of state support for cinematography over 5 years, Ukrainian News reports.
“800 million hryvnias (stipulated) by Goskino and about 150 more at the UKF (Ukrainian Cultural Fund),” he said.
The Minister expressed the hope that the finances of the public broadcaster will also be involved in the film industry.
"Plus, we hope that the public broadcaster will also be an active player in the market and that the money of the public broadcaster will be involved in the production of series, first of all," he stressed.
According to an analysis of state funding for cinematography, since 2015, Goskino has allocated UAH 1,600,000,000 to support the production of 224 films to 92 producers.
At the same time, the box office financed by the film agency amounted to 265.5 million hryvnias and 33.8 million hryvnias were returned by the producers to Goskino.
Most of the funds as a percentage of Goskino were returned after the release of the film "Driver Wedding" (producer - Yuri Gorbunov) - 113%, or 1,300,000 hryvnias with 1,200,000 hryvnias funded by Goskino.
At the same time, the film "I, you, he, she," produced by President Vladimir Zelensky, returned to Goskino 75% of the amount funded by the agency - 13.3 million hryvnias from 17.6 million hryvnias; and 4,100,000 hryvnias with 12.8 million hryvnias funded by Goskino returned the film "Sex and nothing personal "(producers - Vladislav Ryashin and Yuri Minzyanov).
At the same time, Borodyansky emphasized that for 5 years no system of obligations of producers on the money received from the agency was built.
“When a producer receives money, no obligations on the number of viewers, on the amount of funds returned, no obligations as such. The general obligation is to make the film work,” he said.
The Minister noted that by the first pitching (presentation of a film project in order to find investors) in 2020, the obligations of producers will be spelled out in the contract.
According to the minister, they intend to organize presentations on the analysis of cinema financing once every 6 months.
