Dmitry Doubilet explained that if the publication of laws in the official press is canceled.
According to the minister, they will be published on the Unified web portal of the executive power, where each document will have an electronic-digital signature (EDS) with a timestamp.
"About yesterday's bill that we want to remove the mandatory publication of laws in print.
Some Ukrainians worried that this could allow them to replace the texts of acts retroactively. Like, the paper is more reliable.
Let me explain why you don't have to worry.
The publication of acts will not be as simple on a web page as the text on some news publication. A time stamped digital signature (EDS) document will be published. "
Doubleth pointed out that it would be impossible to change or render the document "retroactive". That is, it would not be possible to edit or change the text and then impose a new EDS on it.
"If you are a little versed in this issue, then you know that it is practically impossible. If you do not understand, just believe the word.
It should be reminded that the Cabinet of Ministers has initiated a bill according to which the printing of laws and by-laws in the newspapers "Government Courier" and "Voice of Ukraine" is abolished.
