"We will never go to the polls there if there are military." - said the President. But one question remains: why it is not spelled out in the so-called "Steinmeier formula". In Minsk, it (the "Steinmeier Formula" - ed.) Was signed in its latest edition. Which has the following wording:
"The law shall enter into force at 20:00 local time on the day of voting in early local elections in certain districts of Donetsk and Luhansk regions, which are designated and conducted in accordance with the Constitution of Ukraine and a special law of Ukraine governing local elections in the said districts. to act on a provisional basis until the date of the publication of the final findings of the OSCE / ODIHR Election Observation Mission, based on established OSCE / ODIHR practice, on the compliance of, in general, with early local elections, OSCE and international standards dnym standards for democratic elections and Ukrainian legislation and which contains the answer to the question agreed in Normandy format agreed in the contact group and the Trilateral Ukraine directed at her invitation and OSCE Chairman-Director of ODIHR.
This Law continues to apply on an ongoing basis if, in accordance with established practice, the OSCE / ODIHR Final Report concludes that early local elections in some areas of Donetsk and Luhansk oblasts were generally conducted in accordance with OSCE standards and Ukrainian legislation answering a question agreed in the Normandy format approved by the Tripartite Contact Group and forwarded by Ukraine at its invitation and by the OSCE Chairman-in-Office to the ODIHR Director "
This "formula" does not say anything about holding elections without the military and without weapons. It turns out that the remoteness of wax in elections in the occupied territories is only in words, or it is an agreement between the parties, which is not spelled out in the "Steinmeier formula", the fulfillment of which is possible only in the fulfillment of obligations, which is also not mentioned anywhere in the official documents.
